As an ECF PO I need Data Sync API to support delete/remove operation
a. for case assignment == removing employee assignment; case seems to have a remove status)
b. TODO: Do we have hard delete (SQL DDL DELETE) of case/case_employer data?
c. This will translate to receiving “is_deleted” as true/false (1/0; Y/N) in the API for the data sets
