Logical Decoding in phobe

I stumbled upon this presentation (http://www.slideshare.net/8kdata/postgresql-logical-decoding) regarding the support for logical decoding, I was wondering whether someone is working on the implementation? or yet to be started.

This repository is the bases for such an implementation. The project is a little bit stalled right now, but we will hopefully continue soon. There's already a lot of code to support logical decoding.
