Remove Window Minimum Width

Currently you cannot reduce a window's width to less than 500px in Microsoft Windows (not sure if the same is true in other OS's). I'd like to be able to change a window's width to less than 500px. For example, I have a chat web app that I leave open all the time, but it does not need to be that wide.

I am aware of some tricks such as using a popup window or dev tools, but I want to adjust a standard browser window including an installed web app.
