The Organisation admin UI allows a site admin to specify the dates for which RCS reports should be generated.
Currently changes via the UI will update the dates for the report configuration but not the new targets configuration.
This needs to be extended to update the targets as well.

The workaround for now is to update the configuration directly in the config section.
