staff mode plugin request

hello, i want to request a staff mode plugin, this îs how IT works
Doing /staff will set You in gamemode 1 and You can't place blocks.
In the hotbar You will get 3 items.
1 -> RandomTP Clock(Tapping IT will tp You to random playere)
2 -> Ice block, all IT does when You hit someone with IT will freeze and unfreeze him
3 -> Vanish Mode, IT will be a green dye when You re Vanished, once You tapped IT will swap to Gray dye and You get unvanished
