Test for Parity between DEX validation (NIST IGAMT, MMG) with current validation (e.g., MVPS), including documentation of where diffs occur

Messages can be processed in DEX for Jan 02 2023. CSV file was created with errors and warnings from MVPS. It can be found here

The testing should be

1. Load messages from PHINMS for Jan 02 2023 in DEX
2. Process these in DEX
3. Pull the Errors/Warnings and compare them to the Errors/Warnings in CSV
