MQTT handlers could respond to a reboot roll call #119

An unexpected reboot causes all the handlers to have to raise themselves which works reliably, but is not easily checked. The MQTT client could subscribe to a roll call topic that is emitted on reboot to show all the handlers are listening as expected without needing to log-in and check.
