Given the two recent issues with the GISAID pipe (#155, #148), we need to add some safety features to the submission process to bring the process more in line with newer CLIMB-COVID pipelines, namely better guards that can decide on resubmission or restarting behaviour based on locks, and participation in Tael (#67).

Closed by SamStudio8/climb-covid-outbound-submissions@e1a4bda. I haven't gone as far as bringing on to MQTT (although the changes here mean it will be easier when we do so). We've got some nice guards to prevent repeated work and some error handling to cover the annoying case where the pipeline has failed but there are accessions to process.
