New features, refactor init

• RRTMG now supports MCICA.
• The initialisation code has been refactored, to eventually become more flexible
• CI on Mac is now again active.

Zenodo DOI release

Zenodo was down and therefore did not generate a DOI for the latest release. No code changes are present
in this release.

Bug fix release

We are trying to fix install issues with Windows.

Don't support 3.7 yet

Just a patch release to prevent building py37 binaries.

Major Refactor

This release brings climt up-to-date with the sympl 0.4.0 API. It also streamlines much of the internal code and the default state generation API.

Fix issue with tarball not being complete.
