Truncate ticket note or time entry if it is more than certain size

Autotask's note or time entry does not have size limit. Some people can dump large log into the note. We should truncate it off. So it is not damage our system.

One of customer had one ticket's timeline cost 3.5 MB in JSON. Once Newtonsoft.json's JObject cached inside memory. It became overloaded. Server memory became 2GB.
