Curation - Implement on demand sync of publications between Mongo & Oracle

Currently the publications sync between Mongo & oracle happens during EuropePmc import . An issue has encountered during set of below Pmids were imported , the rabbitMq message was not received due to some environment issue -: '39543288,39567769,39515597,39528825,39537602,39516835,39530122,39511132,39537604,39537646,39543113,39528826,39511343,39531635,39518157,39535071,39537608,39513726,39547589,39533856,39540287'

Hence these couldn't be synced with Oracle DB , hence we need to make code changes to sync the failed Pmids on adhoc basis by creating rest API that can be invoked to make call to sync Pmid on demand
