Measures don't provide releases and their build relies on internet access

Similar to ITEA3-Measure/SMMMeasureApi#1 :

There's no release of the measures ; thus to use them, we need to build them first.
Building them requires to be connected to the internet, which is impossible on any of our production networks.

The project shall offer a release of the Measures (maybe through CI ), or describe a step-by-step process on how to do an offline build.

As a fixup, we used the same process as described in this comment.
