I am using the nomencl package for nomenclatures, but I need two nomenclatures in my document. Because of that i have recreated one of the generated files directly in my source. MWE:

To Reproduce

Steps to reproduce the behavior:

1. Copy the above code in a document
2. try to fold the thenomenclature and the chapter group

Expected behavior

I would expect to be able to fold every begin-end group, but i am unable to fold the thenomenclature group and subsequently the chapter on layer above.
Code folding also doesn't work when the complete thenomenclature section is commented out.

I cannot reproduce the issue. I can fold the thenomenclature environment in your MWE.

I changed the vscode setting "editor.foldingStrategy" to "indentation", now it works.

For me, it is working with "editor.foldingStrategy": "auto".

Interesting, i tried it again today after completely reinstalling vscode, but had the same problem. The indentation workaround works for me, so that's fine. If you want to look into this more, you can reopen the issue, I can provide more info/try stuff out after the 15th (of June 2021).
