[FR] Independent scrolling of sections

If I have a layout such as below, I'd like to be able to scroll the three sections independently (instead of the whole window), so I can roll the webcam feed up, for instance, without moving the side panels. It would also be great if the Tab icons would remain locked at the top regardless of the rest of the screen/panel scroll position (and therefore accessible without scrolling back)

Hmmm... this is proving hard to solve due to responsive nature of the UI.

I don't have a good quick solution at the moment.
