Add a section to the README.

See Helm docs on how to use OCI registries for Helm charts.

Note we only ship images with version 0.0.0-sha-abcdefg for now, so a --devel flag must be used; also Helm fails to detect the latest version, so, for now, tell people to specify an exact version they want via --version 0.0.0-sha-abcdefg flag.
