Have 1 component (at least) that builds and run tests with GCC 15 beta on the CI, in order to validate the fix to #9814 and avoid regressions.

Note: part 1 is already done: Mbed-TLS/mbedtls-test#188 - now we need to add an all.sh component. @gilles-peskine-arm has a branch with this: https://github.com/gilles-peskine-arm/mbedtls/tree/union-initialization-gcc15-dev
