MDC2020 Michel IPA production parameters are inefficient #211

The parameters for MDC2020 Michel IPA production, in dataset:
dig.mu2e.IPAMuminusMichelMix1BBTrk.MDC2020r_perfect_v1_0.art
result in less than 1 event per file on average, for a total of ~1000 triggered events. These are the low-momentum triggers.
the high-momentum dataset
dig.mu2e.IPAMuminusMichelMix1BBSignal.MDC2020r_perfect_v1_0.txt
is empty.
We need to adjust the generation and concatenation parameters to make this production more efficient, and
we need to generate at least 100 times more statistics. We should consider to suppress the Signal datasets.
