Dev env - First submitted project can't go through publication pipeline

When branching from dev and working on an empty db. Submitting a new project, it gets stuck in the second step of the publication pipeline. There are no errors but it rather seems that there is an open loop.

However, trying with a second project, everything works normally. The bug is not related to repeated tickers (tested).
