Add an SRW App for running SRW workflows in a federated fashion. This could be done a number of ways:

Build workflow Parsl Bash Apps that call top-level scripts used in the SRW's Rocoto XML files
Use new UWTools API to build workflow components and hook them together
Build a Rocoto import utility to import the raw SRW Rocoto XML and execute it.

#1 is probably the easiest right now. #2 is probably the best solution. #3 is an alternate idea.
