When creating init.nc files from the NCAR-provided static.nc files in the 'init_atmosphere' stage, the model crashes because the static.nc file is missing 'nlcat' and 'nscat' dimensions. These are associated with the variables 'landusef' and 'soilf' which are part of the RUC LSM? This problem could be fixed by adding a new package, perhaps called 'lsm_ruc_in' (this package exists in 'core_atmosphere') and associating it with 'landusef' and 'soilf' in Registry.xml so that init_atmosphere doesn't look for these variables in the input static.nc file when the RUC LSM is not selected.
