This project includes a LICENSE file containing the text of the GPL v3.0, and in GitHub it has the "GPL-3.0 license" tag. However, the README.md file includes the following restriction:
LEGAL NOTICE: This repository, including any and all of its forks and derivatives, may NOT be used in the development or training of any machine learning model of any kind, without the explicit permission of the owner of the original repository.
This is completely incompatible with the GPL, which forbids the licensor from imposing additional restrictive terms (other than those specifically enumerated in §7) and in fact allows the licensee to disregard and remove such terms. (See §§7 and 10 of the GPL for further details.)
Could you please clarify the licence for this project? Is it, in fact, released under a free software licence that permits use without limitation to the field of endeavour (including use as training data in ML applications), or is it a proprietary project where the copyright holder grants permission only on a case-by-case basis? If the former, could you please remove the "LEGAL NOTICE", and if the latter, could you please replace the references to the GPL with an unambiguous statement of the licence terms?
