The thing is , half of the Sanses in Ink Sans phase 2 break the game but the other half don't.
My suggestion is that you split phase 2 to into 2 phases.
Phase 1 will be the easy phase (Sanses) .
Phase 2 will be the hard phase(Sanses) .
Phase 3 will be the hard and game-breaking(literally) phase (Sanses) .
Phase 4 will be dye bottles a.k.a. the current phase 3.
The reason why I'm not telling you to put the not-game-breaking Sanses is that Phase 2 is that the attacks are too hard for phase 2 and I don't want them to be changed because every attack in Phase 2 is very unique .
If you do this ,obviously , you'll need to extend both of the phases .
To do that , I have a few suggestions.
Hard phase a.k.a. the new phase 2 could end with Horror! Sans . (and game-breaking phase would still and with Virus!Sans )
I think Echotale Sans (the sans with 7 soul colo(u)rs combined) could have been in the game-breaking phase with his attack extended and harder (I think his attacks extremely cool but it's really easy).
And you could add : Littletale Sans , Flowey Possesion Sans , and Storyshift Sans could come back.
That's all I gotta say for now. But one thing : If you take this suggestion , please credit me.
