Remove tests from targets

@lizihao-anu and I thought it would be useful to remove the tests from the targets pipeline to make the process quicker when debugging issues as targets will run the whole pipeline again when one change is made. This is because each of the tests are relying on the sequence testing which makes the process longer to re-run targets
