Started in add-person_id.

Partially done for Homelessness - Currently only uses 'ClientUniqueIdentifier' but this isn't sufficient to identify people as some LAs have used the same IDs. The LA needs appending to the person_id. Possibly, taking the last 2 numbers from the 9-digit code and appending them to the front, e.g., ID: 'A12345' from City of Edinburgh (S12000036), would become '36-A12345'. This would be similar to how it works for social care (we could even change social care to use the same partial code as a suffix instead of the current 3-digit LA code which is specific to social care and hard to lookup).
