Orka 3.x Upgrade

This is scheduled for 11/30/2023 starting at 9am eastern until finished. See ticket 173089, only the first few messages relevant, the rest was sonoma discussion.

Edit: there was an unrelated problem on the backend, sonoma was available to us. We will still do the scheduled update so that our base os runners are also sonoma (performance concerns were expressed).

The upgrade is complete. Some backend follow-up needed, but the protocols are more or less ready.

Going to leave this open to remind myself to do cluster image cleanup, and then close this issue.

Images and vms cleaned up, deleted numerous unused credentials (bonus: big sur ssh). The orka 3 update + plugin changes are more or less finalized, we asked them for some additional information on possibly optimizing image sizes in the node caches. If it's something that can be done, we can reopen this and test it out on a friday.
