I wonder if the place where stat buffs for criminals are stored is known
I took a look and seems like outlaws have their level set depending on the mission rank for the current floor. There's a table at [EU]0x20A1F1C (arm9.bin:A1F1C) that contains the outlaw levels depending on the mission ranking. Seems like there are 16 entries, 2B each. The first entry is probably unused, since it has a value of 0. The lowest mission ranking value must be 1.
Also, the code forced the current floor to be treated as floor #2 if it was #1 during the calculation, probably to avoid low-level outlaws in that case (since the mission ranking is usually very low on the first floor)
So outlaw stats aren't boosted, their level is. And also maybe the HP, but I didn't check that.
