Support Steam proto manifests on disk

Currently DD stores manifests in its own proto format as it predates Steam using protos.

One thing DD can do is accept a path to a manifest file(s) (Steam stores them in depotcache folder). SteamKit does all the heavy lifting of parsing them (just like downloading them from CDN does).
