split jupyter stuff in separate script #145

At present, the jupyter config is here

It would be better to have it in a separate script.

Obviously, we probably should re-use
https://github.com/CCPPETMR/SIRF-SuperBuild/tree/master/cloud/terraform/azure/scripts
and whereever this is in https://github.com/CCPPETMR/SIRF-SuperBuild/tree/master/docker, as per SyneRBI/SIRF-SuperBuild#91
