Subscribe to changes in library: Handle the layers #459

When I subscribe to changes in the library, it reminds me of any changes in the library section I choose. It reminds me of changes even in files that are not "visible" at that moment because a higher layer overrides them.
Only if the file is not overridden, the signal (Library.change!) should be emitted.
