Document encrypted with security handler in document but no crypt dictionary found

`PdfDocument pdfReader = PdfDocument.Open(pdfPath);

throws a PdfDocumentEncryptedException with the message "Document encrypted with security handler in document but no crypt dictionary found"

This happens to documents generated with or without a password, from a certain provider.
Can anyone help figure out why this is the case?
