As the camera moves around the map, it will raise and lower due to terrain elevation.
Water is not flat. Topographically, it is very deep. You will need Normal graphics to see this:
So when the camera is above water, it will lower significantly. This causes gameplay issues, especially on maps with large bodies of water. In effect, the camera will be zoomed in too much and it's hard to see.
Perhaps a simple solution is to enforce a minimum camera height at sea level.
