Motivation

We want to be able to identify NU7 testnet nodes, and they should be able to disconnect from NU6 nodes.

Implementation

Add a new network protocol version TBD , and make it the required NU7 protocol version.

This will only be enabled by the NU7 activation height.

Specifications

I'm going to suggest to the QEDIT team that they use protocol versions 170110-170119 for their ZSA testing on testnet. The current production version is 170100 for NU5 mainnet.
I don't think it's necessary to assign anything more than 170110 right now, it's unlikely they'll use more than one version, because it's a private testnet where they control all the nodes.
