Ubuntu-latest is not actually 22.04, now is 24.04 #11327

Breaking changes

using ubuntu-latest label now will use ubuntu 24.04,

Target date

using the ubuntu-latest tag will now use ubuntu 24.04. Check your actions, there may be problems

The motivation for the changes

I have had problems deploying in a project

Possible impact

This bug has caused apt not to find one of the packages I need and the entire execution fails

Mitigation ways

just use ubuntu-22.04 instead
