List all posts with a certain tag. Tag page returns 404

I have included tags in posts. When I click on the tags it shows a 404 error instead of a list with all posts that have that tag.

Here is an example a tag named semver resolves to a 404 when I click it. The link becomes http://localhost:1313/tags/semver/
