EA trigger job should check if the given tag build is already queued/in-progress: https://github.com/adoptium/ci-jenkins-pipelines/blob/master/pipelines/build/common/trigger_beta_build.groovy

Resolved by changing betaTrigger_NNea job to not allow concurrent build jobs.
