Enable the auto-rerun for Test jobs with FAILURE status

We have previously enabled auto-rerun for Test jobs with UNSTABLE status (yellow/UNSTABLE state). There is now the ability to also rerun test jobs that failed hard (red/FAILED state), so we will like to turn it on for both AQAvit and TCK testing.

The same change was delivered into both the Semeru and Adoptium pipelines. (For some reason, I cannot cherry-pick from the ibmruntimes repo to adoptium repo).

FYI @AdamBrousseau you might encounter merge conflicts during mirroring. Since both PRs are identical, you can choose to either accept or ignore #1178 in case of merging conflicts.
