What steps will reproduce the problem?
1. In an AtlasMapper client Click the download button from a layer that has 
download.

What is the expected output? What do you see instead?
The institution should not be mandatory (since it's a dropdown, it can not be 
set to no data), the default value should be "Unspecified".
