Website should offer discontinued UGCs in stat tooling

A number of IEM apps offer a listing of NWS UGCs to be selected from to gather statistics for. The reported issue example was for a parish in Louisiana, whose associated forecast zone was split into two sections earlier this year. This orphaned the previous zone and any VTEC statistics associated with it are not assessible from the website. This will take some consideration on how best to handle.
