To create an issue -- or weigh in on one that somewhere else opened -- you must first create a GitHub account. Sign up for a free account at github.com.
Once you have an account and have logged into GitHub, visit this project's issue page to review the open issues. To open a new issue, click the New issue button in the upper-right corner of that page.
Some of the entries you'll see on the project's issue page represent user stories, or features to be added to the project. The stories that are not being actively worked on are part of the project backlog and may be added in future rounds of development (called sprints).
