If a data element is optional we say Required: False, which means it doesn't have to be present. We don't have a concept to indicate that a data element should not be provided. For example, in ASHRAE 205 RS0001 condenser_liquid_type is required if condenser_type = LIQUID. This means it is okay to include the data element for air cooled condensers. There should be a way to make this a validation error.
