In datacarpentry/openrefine-socialsci#115, @tobyhodges links to a good article on heading structure that is well-written, comprehensive, and links to the WCAG 2.1 criteria for headings and the WAI guide.

That being said, it does cover a lot of things that are not relevant for folks writing in Markdown.
