Regression test framework in casper_library/Tests folder out of date

A regression testing framework was started. It is very simple - a simulation model with simulation inputs can be run and the output compared against reference output stored in a file. There is some infrastructure to allow the selective running of the tests.

Issues

• the models are out of date and probably contain stale blocks.
• currently, the models, and reference output data need to be maintained and updated manually.
• the comparison is very simple, and no allowance for slightly differing delays etc are supported.
