Implement Error Logging in Discord Channel

Overview

To improve transparency and assist in troubleshooting, we want to implement a feature that logs bot errors directly to a designated Discord channel.

Dependency

This feature is dependent on the implementation of the Dynamic Settings Management system (#13). Please ensure that issue is resolved before working on this one.

Proposed Features

• Command to set up and configure error logging channel
• Ability to set log level (e.g., /settings error_log_level [critical/warning/info])
• Formatted error messages with timestamp, error type, and brief description
• Option to enable/disable error logging per server
