If there are no changes on the path, nothing needs to be checked/submitted, and actions should pass. However they fail with this error:

Error when evaluating 'strategy' for job 'check'. curvenote/actions/.github/workflows/submit.yml@v1 (Line: 119, Col: 15): Matrix must define at least one vector

We should just stop that error...
