Improve workflow_dispatch mode of working by enabling path as input

It would be nice to set up a publish action, where a github user could trigger the action and at that time, specify the path they want published (rather than publishing everything) - https://github.blog/changelog/2020-07-06-github-actions-manual-triggers-with-workflow_dispatch/

We need to make sure things work as expected if path is specified as a workflow dispatch input (and probably add an example to the docs).
