Error de descarga CSV - Dump #678

Estimados, cuando quiero leer el csv desde Python:
url: https://apis.datos.gob.ar/series/api/dump/series-tiempo-metadatos.csv

Me dá el siguiente error:
IncompleteRead: IncompleteRead(48283 bytes read, 19955002 more expected)

desde Firefox:

No se  pudo guardar C:\Users\####\AppData\Local\Temp\HOicovDi.csv.part, porque el archivo de origen no pudo ser leído.

Intente de nuevo más tarde, o contacte al administrador del servidor.
