Describe the solution you'd like
Currently each driver and module build will trigger a build of a local baseimage with added packages. Most of the packages are common across all drivers. This process slow and inefficient and increases the pipeline build time as well as the length of a developer iteration. Also images cannot be built on non RHEL platforms and the image build has to run as root. This problem needs to be resolved.

Describe alternatives you've considered
The planned solution is to build the common base image and have the drivers and modules use that instead of building a private image.
