Copy changes to handle variation in VAMC facilities hours

Description

VAMCs have main facility hours, but some of the subsidiary elements at the facilities keep different hours. Currently VAMC pages only have one set of hours for the entire facility that is labeled "Clinical Hours:"

This story will make two copy changes the clear up any confusion for Veterans

On a VAMC Facility page:

User story

AS A Veteran or caretaker looking for hours of operation on a VAMC facility page
I WANT it to be clear that I am looking at the hours for the facility as a whole, and that hours for some services or departments may vary.
SO THAT I do not assume that the service I am looking for will be open when they are not.

Change Management

• @Agile6MSkinner and @mmiddaugh to notify editors of the change

QA/Testing

• Accessibility testing

Acceptance criteria

• "Clinical Hours" is changed to read "Facility Hours"
• Currently h2 "Facility Hours" heading is changed to a h3 heading level to match "Address" and "Phone numbers" headings
• Paragraph is added that states: "Hours may vary for different services. Select a service on this page to check the hours." Should match VBA, example
