Create QA test plan for Services autosuggest

Description

Create a test plan for verifying Services autosuggest product changes in the Facility Locator.

Acceptance criteria

• Facility Locator regression test plan is updated with a new tab for Services Autosuggest
  • Added tab: #15541 Services autosuggest
• Test cases are added to reflect product changes for Services Autosuggest (@Agile6MSkinner is the SME for this)
• Review it with Eli / Randi to make sure we've caught all behaviors correctly

@Agile6MSkinner suggested a short QA call to work through the basics here. Attendees should be: Michael, Jill, Eli, Randi, Shamia, Jordan, Michelle. Intention: working session to frame out the basics of the test plan.

We do also have working data about:

• Metrics on when a user selects a service today, which are most popular.
• CMS data can also tell us which are the most common System / Facility health services that do NOT show up in the set of 19 static services today. (meaning: which things people may want to filter by that they can't today)
