Upgrade assistant raises false positive issue Project.0002 despite analyzed project is already targeting the framework

Hello,
The tool raises false positive issue Project.0002 - Project's target framework(s) needs to be changed despites most of my projects already target the good framework using multitargeting. (I'm targeting net472 and net8.0)

This is polluting the report and the report's stats as lots of issues (with Mandatory severity) are being raised for nothing.

Unless I'm wrong, I don't see any issue to be raised in those cases. We're multi-targeting frameworks as a temporary architecture during our migration process for our ASP.NET app.

Expected behaviour

• No issue raised as the desired framework for upgrade is already being targeted on the analyzed project
• Or raise the issue with a lower severity (i.e. Information or Optional)
